The South African Forum of Civil Engineering Contractors explains that in terms of Construction Regulations 2014, you (contractor) must ensure that:

#1: No person rides on a construction vehicle or mobile plant in an unsafe manner;

#2: Every construction site is organised in such a way that, as far as is reasonably practicable, pedestrians and vehicles can move safely and without risks to health;

#3: The traffic routes are suitable for the persons, construction vehicles or mobile plant using them, are sufficient in number, in suitable positions and of sufficient size;

#4:
Every traffic route is, where necessary, indicated by suitable signs;

#5: All construction vehicles and mobile plant left unattended at night, adjacent to a public road in normal use or adjacent to construction areas where work is in progress, have appropriate lights or reflectors.

#6: Whenever visibility conditions warrant additional lighting, all mobile plant are equipped with at least two headlights and two taillights when in operation;

#7: Construction vehicles or mobile plant travelling, working or operating on public roads comply with the requirements of the National Road Traffic Act.
