A manager can't perform his duties, can we demote him and cut his salary by half?

We have a manager who fails to perform his duties on managerial level. He fails on all aspects: leadership, management, organising, planning, strategy, etc.

Not only does he fail to comply with his managerial responsibilities, he's also unable to perform normal duties as well.

He's caused a lot of costly mistakes over the last year and claims ignorance when taken to task. Staff reporting to him have tried to carry him the past year, but they are no longer willing to carry on like this.

This manager is currently on medication that his psychiatrist prescribed to him. We tried to blame the medication dosage for the negligence, but when it comes to his personal issues, he has all his ducks in a row.

We've attempted consultation with him, but he leaves sessions every time with the attitude of knowing exactly what is expected of him, but after a couple of days he forgets again.  

I want to know what we can do without facing constructive dismissal charges. Can we demote him and cut his salary by half?
