Tip #1: Create different sections to outline the process
Break your emergency process down in to sections. For example, your evacuation plan, your medical procedures, the chain of command and so on.
Under each section, carefully outline the rules your employees must follow.
Tip #2: Keep your instructions short and simple
If you give long complicated instructions, your employees may forget what the instruction is. Short commands are much easier for your employees to remember in high pressure situations.

Make every instruction specific to your workplace and employees. It won't do to just download a general emergency plan off the Internet.

Lay out each and every step your employees must follow during an emergency. 
Tip #5: Give details of where your emergency equipment is
Be very clear about where all of your emergency equipment is. Even if items such as fire extinguishers are mounted on the walls where everyone can see them you still need to state where they are.
Tip #6: Consider all the different emergencies that could happen
Different types of emergencies need different procedures. You must consider this and include different instructions for different emergencies.
